A couple comments...
1) This seems to be about a month old. The number of injections is one, not two.
2) The safety is better established with additonal trials being completed.
3) The previous 3 doctors said they would absolutely give it to their kids, yet you show the 1 who doesn't.
4) I'll be giving to my kids. People under 25 have the highest infection rates,
5) The CDC statistics for the last several weeks are getting scary on this... Flu is way way way over historical levels for August and September, and once we get into the typical flu months this could get out of control quickly.

The document doesn't say what percentages were actually diagnosed with Influenza...
Are there other numbers out there?

No, this is not a panic response. The definition for "influenza like illness" is well-defined and the reporting centers are specifically trained for biosurveillance.
The testing for H1N1 lags behind by several weeks, however virtually all of the cases within the last few weeks have been H1N1. And all of the deaths in the last few months were from H1N1.

The Centers for Disease Control has a different opinion than you. At their Web conference last week I would say they are very concerned.

Yes......, but:
Most payors won't be paying for the H1N1 vaccine, since the provider will have obtained it for free from the government. They will pay only for the administration and counseling.
....AND....
the CMS aka 'We don't need no stinking AMA to create codes" Medicare, in its infinite wisdom, has its own code for H1N1.
Medicare will be using G9141 for the administration and counseling, and G9142 for the vaccine.

I just pulled up the latest regional ILI tracking for us in Texas.
For Week Total ILI % of visits at tracking centers
36 874 4.61%
37 1524 7.80%
Essentially this has almost doubled in 1 week, and the assays are all H1N1.
The very PEAK of the flu season last year was in week 06
06 1717 7.06%
We have another 21 weeks to get to week 06, yet the numbers are almost as bad for these numbers that ended on September 19.
It will be interesting to see if this trend continues to go up.

The CDC has to do disaster planning.
That's their job.
It's easier to overreact and say "phew" than to apologize for not overreacting.
Only time will tell.
